Owens was born on March 18, 1961 in Brooklyn, New York. He is the son of former United States Congressman Major Owens. Owens developed interest in acting by playing in a local theater at Arcata High School where he played the role of Peter Pan.
One of the highlight of his career includes starring as Elvin Tibideaux on television series “The Cosby Show”. He appeared on the total five seasons from 1987 to 1992. In 1997, he starred as Robert Watkins in TV series “Built to Last”.
